This bracket serves as a throttle cable clamp for a Zenoah outboard.

It uses two existing holes in the engine case, and is designed for 1/8 inch cable sleeves.

We recommend that you unhook the throttle spring, and allow it to hook in one of the holes in the throttle arm.
This gives you a little bit of spring return, and allows the cable to push the throttle open without issue.
